Exploring Reform Measures for Universal Health Coverage
– How Can Health Rights Be Guaranteed Beyond Cost Considerations? –

Even under the current fixed-rate system, recipients of medical aid often forgo non-covered treatments due to financial burdens, experiencing significantly higher unmet medical needs compared to health insurance subscribers. Medical aid is a public support system designed to prevent the most vulnerable populations from being deprived of essential medical treatment due to cost barriers. As the last safety net in the healthcare system, its role may be weakened if the current co-payment system for outpatient services shifts to a proportional rate system.

To address these concerns, the Public Interest & Legal Clinic Center at Seoul National University School of Law is organizing a discussion forum with experts in law, welfare, healthcare, and anti-poverty advocacy to analyze legal issues, policy challenges, and explore desirable solutions. We invite your interest and participation.
