Seminar Topic
"Power and Rules: Two Perspectives on International Order"
What will the international order look like if the U.S.-led liberal international order collapses? Existing debates on international order can be restructured into two competing perspectives: the sphere-of-influence order and the liberal international order. Unlike the sphere-of-influence order, the liberal international order, which is a rule-based system grounded in consensus among states, is difficult to sustain without simultaneous domestic consensus on openness and international consensus on rules. This seminar aims to understand the challenges faced by the liberal international order today from this perspective.
